Backup operation at Disaster recovery site

Hi,
In my environment (cell manager 9.08 - VM), I have 2 cell managers for primary and DR site. In DR situation, how should I perform backup for virtual, physical environment.
Should I import all clients, backup specifications, schedule in DR site cell manager? Or configure DR site devices such as store once, MSL tape in primary cell manager in DR site ?

If yes, can I perform backup to DR site devices from 2 cell manager?


Or,is there any other way to do that ?
I know it's not a standard situation because I don't have store once replication license and in DR situation,data will be restored from offsite tape backup.
