InitOnLoosePolicy and 'Data Protector foreign' Tapes

I took over a DP environment that was already in place.  After making necessary changes, etc to better serve the environment, I'm stuck at how to solve this...

 

- Before I took over, a VTL was created with let's say 1000 slots.

- ALL tapes were formatted first (ugh!) and put in a Media Pool

- Because of formatting everything first, rather than using InitOnLoosePolicy=1, all expired media does not get overwritten until much, much later in the future.

- The VTL is growing in size over time due to the Expired media.  I want to change this.

 

I've tried formatting the tape by force, then exporting the slot.  After adding the slot back, a barcode scan shows the tape as Unknown.  But after attempting to format (no force), it will not do it since it's 'Data Protector foreign' media.

 

How can I force it to format these tapes?  My goal is to format all Expired media and then remove them from the Media Pool.  Then any future backup grabs the next available slot via InitOnLoosePolicy.
