If you find that the GUI will sit and spin for 30 seconds or more and not be able to connect to the cell server, check to see if you are using Encrypted Communication Control (ECC) and if so, there could be a problem in inet where it is looking up systems that are powered off. To correct this, just set the following in the omnirc file on the cell server :
OB2_DNSTIMEOUT=1
To see if this is happening, turn on inet debugging and in the debug, this will show for the client host systems and multiple times :[ 19] No registry value "OB2_DNSTIMEOUT" in "SOFTWARE\Hewlett-Packard\OpenView\OmniBackII\Common\Parameters"^M
