Capacity License Issue Data Protector 9.06

I upgraded to 9.06 ysterday from 9.05, I did not have any difficulties, all functions appear to be normal. One BIG problem is in my Licensing. I converted to Capacity based licensing when we moved from 7.03 to 9.04. I bought/converted a total of 28TB. I have not had any notification of violation since I upgraded in Spetember last year. Yestarday after the HealthCheck ran, I noticed an event log entry:

[138:716] 26 licenses need to be purchased for the category "HPE Data Protector - capacity based per TB SW". For details, run "omnicc -check_licenses -detail" command.

Ran omnicc -check_licenses -detail

License Category : HPE Data Protector - capacity based per TB SW
Licenses Capacity Installed : 28 TB
Licenses Capacity In Use : 54 TB
Add. Licenses Capacity Required : 26 TB

 It now counts me as using 54 TB. Does any know how this is calculated? I have an open ticket with HPE now about this issue, and wonder if anyone else has similar problem.
