GUI Slow And Exchange Backups Fail

I am having two different issues with DP 9.03.

The first is that the GUI is very slow to load. On my workstation, it sits for minutes "Communicating with Cell Manager". Once loaded, it often becomes unresponsive. I have tried to remove and re-install the GUI with no difference in the results. On the cell server it loads faster but it too is often unresponsive. Not a DNS or Firewall issue.

The second issue is that Excahnge 2010 backups are running slow and typically fail with a "Error 3 returned from DP VSS API.".
