HPDP 9.0_Problem with GRE console login in exchange 2013

User is domain administrator having following roles/groups on Exchange 2013

1. Organisation Management

2. Discovery Management

3. Mailbox Import Export

But still not able to access GRE console as error prompted that user does not the said roles.
